This is a portion of a family register which appears to have been kept by Hermann Heinrich and Wilhelmine Florentine Charlotte (Wehrmann) Fiegenbaum in which they recorded the names and the dates of the births, baptisms, and sometimes the deaths, of their 12 children. Wilhelm Friedrich Fiegenbaum was the 5th child born to this couple.

A translation is:
at 11:30 in the forenoon and baptized on the 27th of April
in the year 1862
Wilhelm Friedrich's birth and baptism were also recorded in the baptism register of the deutsche evangelische Kirche am Charette (known since 1957 as Immanuels United Church of Christ) at Holstein, Warren County, Missouri, USA. The sponsor was Wilhelm Bierbaum.
Wilhelm Friedrich was confirmed in this same church on 14 April 1876 and the confirmation register also made note of the date of his birth as did the confirmation certificate filled out by Rev. J. F. Schierbaum. However, in both documents he was identified as Friedrich Wilhelm.
By the time of his marriage in 1893 at Higginsville, Missouri, he was back to being "William F. Fiegenbaum." This was also the form of his name in an obituary published in 1929.
